ice fishing

I'm getting ready to do some hard water fishing, can some one tell me when there is safe ice and where to start. I will be walking , I do most of my fishing in pa.

Black lake marine. Walk out about 75 yards drill hole catch fish!!! It's on county route 6. Good peeps in the bait shop.

How thick is the ice and how much snow is on top. Is anyone fishing? does the black lake area get hit with lake affect snow? I know I'm asking a lot of questions , but I'm use to fishing the mt. Pocono area where we get 6 to 8 inches on a good day ,most of the time 4 to 5 inches
